I discussed this matter briefly with Brigadier MacDougall during his recent visit.
He was, of course, aware of the suggestions which have been made by Mr. Keswick. While strongly supporting the view that there should be much closer liaison with H.M. Embassy and much more general awareness of public affairs and political thought in China, Brigadier MacDougall thought that if the post of Secretary for Chinese Affairs were to be divided into internal and external responsibilities, it would be appropriate if both officers reported to the Colonial Secretary. His feeling was that it was most desirable for all senior officers of the Hong Kong Government to be more closely in touch with Chinese affairs, not least the Colonial Secretary himself, and that it might be unfortunate if this matter were regarded as a specialist department. I have, therefore, added a third alternative to the draft despatch submitted for consideration opposite.
